英语断句疑问

原文：if you haven’t gardened before and you don’t have the budget.
我来读，断句：if you haven’t gardened before/and you don’t have the budget.
Voa 的：if you haven’t gardened before and you don’t / have the budget.
她怎么不是一个意思一个意思的读，而是读第一个意思的时候把第二个的开头一起读完了，然后第二口气只读了个尾巴？我实在跟不上这种脑回路

If you haven’t gardened beforeand you don’t have the budget.是一整句吗？是的话，我觉得应该是：If you haven’t gardened before , you don’t have the budget.没有and。不是的话，另当别论。

In my opinion, ‘ and you don’t’ come from context and also can be treated as an idiom, don’t need ‘thinking’. But the rest come from logic.
