For a long time , I think that stress concentration factor(SCF) is just a matter of dimension and geometry of the components.
However , I reviewed some books I once read recently , and found some details about the determination of stress concentration factors. These details is mainly about the materials subjected to static loads(loads applied are constant in magnitude , points of application and direction).They tells us that , SCF depends not only on the dimension and geometry of the components , but also on the load conditions , types of materials and microstructure of materials. And if certain conditions are satisfied , the SCF can taken as unity.
What I found is just a general rule. If you use some industrial standards in your work , it's recommended to follow the instructions in the corresponding industrial standards.
